Book something from Tivat only when it goes where the road doesn’t — the bay by boat, the Blue Cave and the Luštica coves (Tivat is genuinely closer to those than Kotor is), or the Lovćen and Cetinje mountain loop, roughly €45–€90 for a full day. Prices are typical ranges that move with season and demand.

Tivat’s real advantage is the water, not the road. Everyone frames Tivat as the airport you leave. But it sits on the outer half of the bay, nearer the mouth — so the swimming, the coves and the Blue Cave are a shorter run from here than from Kotor, while Kotor’s Old Town is still only twenty minutes away by bus. As a base that is a good trade, and it is the thing worth building your bookings around.

The bus is the honest default. It runs along the bay road, drops you a five-minute walk from the Old Town gate, and costs less than a coffee. The only reason to pay more is luggage, a late arrival, or a group where a split taxi costs about the same per head.

What you give up is the medieval setting and the evening atmosphere after the day-trippers leave.
